The City of Hinesville is accepting applications for a Grant Writer/Coordinator. This position is responsible for providing grant writing and coordination services for the Community Development Department.
MAJOR DUTIES:
- Researches grant opportunities for City projects and submit funding proposals to granting agency for consideration.
- Maintains a current list of grant opportunities that include previous awards as well as those aligned with established City goals.
- Presents opportunities for new funding sources and innovative approaches for review.
- Researches specific requests for funding as received and compile findings for review.
- Carefully reviews all opportunities to ensure eligibility and application requirements.
- Develops grant related budgets and requests or drafts letters of support.
- Prepares and submits grant applications in a timely manner on behalf of the City to request federal, state, or local assistance.
- Presents informational and action items to the Mayor and Council.
KNOWLEDGE REQUIRED BY THE POSITION:
- Knowledge of federal and state grants, laws, and regulations as applied to human services, economic development, and housing.
- Knowledge of grant application process.
- Skill in interpreting contract language and federal and state program regulations.
Knowledge and level of competency commonly associated with the completion of a bachelor’s degree in Public Administration, Communications, English, Professional Writing or a similar major and two years of experience as a grant writer, with successful awarding of both federal and state sponsored funding is required. Minimum starting salary is $50,948.27 plus excellent benefits. The position is open until filled.

Position Information
Under the general direction of the Finance Department’s Budget and Grants Manager, the Grants Administrator performs highly responsible technical and administrative duties including but not limited to, supervising the Grant Coordinator position in research, planning and implementation of program for identification, cultivation, and solicitation of grants from private, corporate and government sources to support various departments of the County.
Job Summary
Under the general direction of the Finance Department’s Budget and Grants Manager, the Grants Administrator performs highly responsible technical and administrative duties including but not limited to, supervising the Grant Coordinator position in research, planning and implementation of program for identification, cultivation, and solicitation of grants from private, corporate and government sources to support various departments of the County.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Trains subordinate staff in job duties and responsibilities.
Responsible for monitoring grants, performing audit functions and disseminating information for State, Local and Federal grants. Additional responsibilities include compliance, financial planning and reporting, budget development and management analysis. Tracks each grant from initiation through to completion; assumes responsibility for ensuring compliance with all grant requirements and the tracking of all expenditures from application, through reimbursement, to final grant report.
Oversees the dissemination of grant information to departments, reviews grant applications prior to submission, monitors grant records for compliance with agreements; ensures compliance with applicable policies and procedures.
Coordinates the research, application and processing of all grants with department staff, grantor and other agencies.
Establishes and maintains a resource library of completed grants.Prepares budget and program amendments to grant awards, coordinates changes with the grantor, county department, Finance office, and the Office of Management and Budget. Coordinates, prepares for and participates in all on-site audits.
Oversees the preparation of agenda items for Board of Commissioner meetings; reviews grant agreements and represents the County in public meetings and grantor agency meetings as applicable.
Directs staff regarding grant fund analysis and ensures compliance with reporting requirements at the State and Federal level.
Coordinates the development and maintenance of management reports and tracking systems for grant receipts, payments and expenditures. Monitors the completion of operational and grant monitoring reports.
Directs responses to grantors’ data requests in a detailed and timely manner.
Reviews the work of staff for completeness and accuracy; evaluates and makes recommendations as appropriate.
Oversees or performs special projects as needed.
Provides professional and technical assistance to county departments, Board of Commissioners, Constitutional Officers, consultants, governmental agencies and citizens.
Attends training meetings, conferences, courses and seminars to improve and enhance knowledge and improve skills relating to grants administration.
Creates and maintains Grants Administration Handbook, including Policy and Procedures.
Operates a variety of equipment which include computer, printer, telephone, calculator, copier, fax machine and other office equipment.
Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
Minimum Qualifications
- Bachelor’s degree from an accredited college or university in Finance, Business Administration, Marketing or other related fields; supplemented by four (4) years professional level experience in federal/state or local grant writing and/or grant administration; or any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job.
- Grant Professional Certification (GPC) or other equivalent financial certification preferred.
